These Conditions of Use of the access services to the WiFi spaces of the Vila-seca City Council are intended to regulate their use, and determine the conditions of access to the contents and services that, through the Internet, are made available to the user, establishing a contractual relationship between the VILA-SECA City Council, with address at VILA-SECA, plaça de l'Església, 26, CP 43480 (hereinafter "the TOWN COUNCIL"), and the person requesting registration for the service and therefore user thereof.
Both the acceptance and use of the service provided by the CITY COUNCIL implies the full and unreserved acceptance by the user of each and every one of the terms of these General Conditions. The user hereby declares to have read, understood and accepted these General Conditions, made available to him at all times and prior to contracting at the address: www.vila-seca.cat/WiFi.
It is the responsibility of the user to request a copy of these General Conditions from the CITY COUNCIL whenever, prior to the time of contracting, they stated that they had not had access to them. The CITY COUNCIL will proceed, upon request from the user, to send it to the address indicated for this purpose.
THE CITY COUNCIL reserves the right to modify these General Conditions at any time, partially or totally.
Through these General Conditions, the CITY COUNCIL undertakes to provide an Internet access service using WiFi technology.
By accessing the WiFi services, you acquire the status of user. This status of user necessarily implies the ACCEPTANCE without reservations of any kind of each and every one of the terms of these conditions of use as well as the specific conditions applicable, if applicable, to the selected content or service. In any case, any use of the WiFi space is subject to strict compliance with these conditions, the specific conditions and any legal notices and recommendations that may apply.
THE CITY COUNCIL provides you, as a user, with access to Internet services.
THE CITY COUNCIL will make every effort to ensure the continuous availability and accessibility of the WiFi access service. However, the CITY COUNCIL disclaims any responsibility in the event that the service is temporarily or permanently suspended due to failures caused by technical problems, power outages, natural phenomena, damage by third parties, among others.
THE CITY COUNCIL reserves the right to alter without prior notice and at any time the presentation and configuration of the access page, as well as its services. As a user, you acknowledge and accept that at any time the CITY COUNCIL of VILA-SECA may suspend, deactivate or delete this service.
THE CITY COUNCIL is not responsible for the information contained in the documents, graphics, audios, videos and in general for any content published on the sites that users visit or consult. Likewise, the Vila-seca City Council is not responsible for any damages that may arise from the existence of any type of virus or other element that could cause alterations in the computer system, nor for any damages that they may cause to the hardware or software of the users.
The service is free. Vila-seca City Council will not charge the user any fee for the use of their Internet access. As it is a free Internet connection, the data transfer speed cannot be guaranteed by Vila-seca City Council; Internet speed may vary depending on network traffic, as well as the number of connected users.
Any attempt to violate access levels, incorrect manipulation of data, "spam", duplications and exports of data or information protected by intellectual property or other legal rights and any other use for purposes other than those offered by Vila-seca Connecta, will lead to the automatic cancellation of the service and access, without prejudice to the economic and legal claims to which it pertains.
Any failure to comply with the clauses established in this contract, including but not limited to:
- The resale of the service or commercial use thereof.
- Violation of intellectual or industrial property rights.
- Malicious or attempted use against any third party, as well as any other illicit action of the service.
- Incorrect or unauthorized manipulation that may cause malfunctions in the service, or where applicable, loss or destruction of the information contained therein.
- Any other act of similar characteristics or that could be classified as antisocial, as well as those that directly hinder the provision of the service.
If any difference arises between both parties regarding the interpretation, fulfillment and effects of this contract and in general derived from it and if an agreement or solution accepted by both parties is not reached, with express waiver of any other jurisdiction that may correspond to them, they submit to the jurisdiction and competence of the Courts and Tribunals of Tarragona.
As a user, you will use the WiFi access service diligently and correctly and undertake not to use it to carry out activities contrary to the law, morality, accepted good customs and/or for purposes or effects that are illicit, prohibited or harmful to the rights and interests of third parties, as well as not to carry out any type of use that, in any way, may damage, disable, overload, deteriorate or prevent the normal use of the service, documents, files and all kinds of content stored on any computer equipment accessible via the Internet. THE CITY COUNCIL declines any responsibility that may arise from all this.
In particular and as a mere indication and not exhaustive, the user undertakes not to use, transmit or disseminate:
Obscene content or materials: using the WiFi access services to advertise, transmit, store, share, display or make available child pornography or obscene material. THE CITY COUNCIL is required by Law to notify the competent authorities if this type of illicit activity is being transmitted over the CITY COUNCIL's WiFi network.
Defamatory or abusive language: using the WiFi network to transmit or advertise defamatory, hurtful, abusive, threatening language or language that is contrary to the right to honor, personal or family privacy or the self-image of natural and legal persons.
Illegal or unauthorized access to other systems or networks: illegally or without authorization accessing systems or networks belonging to another person, or attempting to overcome security measures on another person's system (known as "hacking"). Any activity that could be used as a cause of an attack on a system (for example, port scanning, or gathering information).
Distribution of viruses, worms, Trojans or any other "malware" via the Internet, or any other destructive activity; Distributing information about the creation or transmission of viruses via the Internet, worms, Trojans, saturation, "mailbombing", or denial of service attacks; Creation or management of "botnets"; Also activities that interrupt or interfere with the effective use of network resources of other people.
Make fraudulent use of the IP address provided in each access.
Any other form that is contrary to, disparages or violates the Fundamental Rights and public freedoms recognized in the Constitution, International Treaties and the rest of the legislation in force in the world.
The VILA-SECA TOWN COUNCIL directs this service to the use and enjoyment of the citizens of our municipality and its visitors. In this way, as a user, you acknowledge and accept that the use of the WiFi access service is carried out for private and individual purposes, its use being expressly prohibited for any business activity.
Given the large number of factors external to its responsibility in the provision of a service of this type, the CITY COUNCIL does not guarantee, either implicitly or explicitly, the services that the user intends to obtain from the Internet in any circumstances. Thus, for example, the CITY COUNCIL does not guarantee:
The availability and continuity of the service at all times and from any location.
Uninterrupted access, at all times, to Internet services.
The levels of quality, interoperability, speed and functionality of the Internet services that the user accesses from the CITY COUNCIL's WiFi spaces.
The adequacy, suitability for a particular and/or specific purpose of the services offered from the CITY COUNCIL's WiFi spaces.
The veracity, accuracy, integrity, legality, reliability, timeliness and usefulness of the Internet services that you wish to access from the CITY COUNCIL'S WiFi spaces.
The absence of viruses or other harmful elements in the content or services provided through the access service provided by the CITY COUNCIL'S WiFi spaces.
Unauthorized access and/or alteration of data stored and transmitted on Internet sites accessed through the CITY COUNCIL's WiFi spaces.
THE CITY COUNCIL, unless expressly indicated in the specific conditions, does not intervene in the provision of content and/or services supplied by third parties through WiFi access areas.
THE CITY COUNCIL does not supervise or exercise control over its legality, accuracy, veracity, suitability, quality, reliability, authenticity and/or usefulness, therefore not offering any kind of guarantee regarding them.
As a user, you are aware and voluntarily accept that the use of WiFi access areas is, in any case, under your responsibility. Thus, and except in cases where the law prohibits limiting liability, the CITY COUNCIL does not assume any responsibility towards the user regarding the use made of this service, nor of the data or information transferred to/from the Internet.
By way of non-limiting example, the CITY COUNCIL's exemption from liability includes any liabilities arising from:
- The lack of availability and continuity of operation of the access service of the CITY COUNCIL's WiFi spaces.
- Interruption, suspension or cancellation of access.
- The information transmitted by users through the channel provided by this access service.
- Damages and losses of any nature that may arise from the improper use of this service.
- The carrying out by users of unauthorized access to protected Internet sites, using any hacking, cracking, etc. technique.
- Lack of service, slowness, etc., when they occur due to force majeure or for reasons that are not the result of negligent action on the part of the City Council.
- Damages and losses of any nature that may arise from third parties' knowledge of the use of the Internet that the user may make or that may arise from any treatment, interception, elimination, alteration, modification or manipulation of the contents and communications of all kinds that users transmit, disseminate, store, make available, receive, obtain or access through the service.
As a user, you are aware and voluntarily accept that the third party provider, supplier of services and content, unrelated to the VILA-SECA TOWN HALL and accessed from the WiFi spaces, is solely and exclusively responsible for any damages that may arise from the provision of its contents and services.
The CITY COUNCIL does not guarantee the technical availability, quality, accuracy or veracity of the contents and services available from third parties which, as a user, may access from the municipal WiFi spaces. The CITY COUNCIL does not exercise any control over them and declines all responsibility in relation to the services and contents they provide.
The provision of the access service is regulated by the established contractual conditions.

what do i need
Any device that includes the WiFi wireless communication system. The list of electronic devices that support it is long, for example most laptops, latest generation mobile phones such as Iphone, Android, etc.
How do I connect?
To access the service, you must follow the following steps. Due to the wide range of existing devices, it is not possible to detail how to connect to the service for each of these platforms. The attached images that accompany this manual correspond to the Android 8.1 platform as an example.
1. Connection
Click on the list of wireless networks and connect to Vila-seca Connecta.
2- Enter Vila-seca Connect
Here we can find one of these two possibilities: that it asks you to log in directly (1st image), or that it connects and, then, you will have to open the browser from where you will be redirected to the Vila-seca Connecta home page (2nd image).
You must log in or create an account, by which you accept the terms of use of the service, which you can consult at www.vila-seca.cat/WiFi.
3-In case of problems...
If you can't view this page, it's usually because you don't have an address set as your homepage, which means you'll need to manually type a web address into the address bar, such as: www.vila-seca.cat
