What is the POUM?
The Municipal Urban Planning Plan, hereinafter POUM, is an urban planning instrument that allows the municipal territory to be organized in a comprehensive manner and under sustainability criteria.
The POUM allows the establishment of land uses and how the municipality will grow and transform. It also determines which spaces and natural and heritage elements must be protected, which sustainable mobility axes must be promoted, as well as where green areas and facilities need to be increased, among other aspects.
The POUM is a plan, not a project, that is developed in a long-term temporary scenario, usually having an application period of approximately twenty years.
Its purpose is to draw the municipality we want for future generations, based on the definition of a model that takes into account:
The efficient use of land as a non-renewable natural resource
The social, cultural and economic needs of the municipality
The protection of the environment and landscape elements
The protection of natural, historical and patrimonial heritage
Processing phases
The POUM of Vila-seca will be carried out in five different phases until its final approval, during which the different conclusions and proposals that are being made will be explained to the public.
Urban diagnosis. Planning bases
In this first phase, the work prior to the drafting of the POUM is carried out. Sociodemographic analyses are made, of the current urban situation, of growth projections and of supramunicipal projects that influence the territory. In other words, all the information is compiled to be able to make an accurate diagnosis of the municipality.
In parallel, the citizen participation program is defined, which determines which activities will be proposed, which are the target audiences and what will be the contents that will be brought to debate with the public.

With the aim of allowing everyone to give their opinion on what they believe the future of Vila-seca should be like, the Citizen Participation Program for the POUM drafting process has been approved. The program includes a series of consultation and information processes that will facilitate citizen participation in the preparation of the POUM.
