The Plan for the Modernization and Competitiveness of the Tourism Sector is developed in 5 axes, the first of which is the transformation of the tourism model for sustainability. Within this axis, the development of several actions is planned, the most relevant of which is the Program of Tourism Sustainability Plans in Destinations, a program that provides for the comprehensive recovery of pioneering destinations and the strategic transformation of urban and inland destinations.
This Program is governed by the Tourism Sustainability Strategy in Destinations, approved by the Tourism Sector Conference on July 28, 2021, as a roadmap to guide the selection and financing of projects intended to support the transformation of our destinations into hubs of tourism innovation and make them more resilient.
The project is part of the extraordinary call for proposals for the Destination Tourism Sustainability Plans program, funded by the Recovery, Transformation and Resilience Plan, extraordinary call 2021.
“Vila-seca, sustainable destination – Cal.lípolis Next Generation” is divided into 4 axes, defined in the Strategy for tourism sustainability in destinations of the Recovery, Transformation and Resilience Plan:

Axis 1. Green and sustainable transition
This axis includes environmental restoration actions, management of natural spaces, actions to implement a circular economy, sustainable rehabilitation of buildings and actions to adapt to climate change.
- Action 1. Sustainable adaptation of the La Pineda Promenade area.
The objective of this project is the renaturalization of coastal green spaces on La Pineda Beach.

Axis 2. Improving energy efficiency
This axis includes energy efficiency actions including climate change mitigation, actions aimed at reducing the energy required to provide tourism products and services, limiting carbon pollution and stimulating the transition to renewable energies as well as sustainable mobility actions.
- Action 2. Improve efficiency in the La Pineda promenade area.
It includes the renovation of public lighting with LED technology, to improve energy efficiency.

Axis 3: Digital transition
They include all those actions that facilitate the continuous improvement of the processes included in the tourism value chain through the use of technology.

- Action 3. Intelligent control platform
1. Development and implementation of the infrastructures of a digital platform for intelligent city control of the Vila-seca City Council.
Implementation and maintenance of an expert system (city platform) equipped with intelligence for managing public services, where a certain "data" is susceptible to processing in Big Data, Artificial Intelligence, Open Data and Transparency technologies.
- Action 4. Improving tourist information
Creation of digital public services based on geographic information portals, open data publication portals and other sources of information, such as the city platform. Content will be produced in a unified way with a content manager and this will be publishable in different media and formats depending on availability. Creation of use cases to generate useful knowledge for tourism from different capture elements.
- Action 5. Sensorization and intelligent management of urban mobility.
Supply, implementation and maintenance of a system that allows the Vila-seca City Council to have valuable information to visualize and manage the flow of people passing through the city and take the appropriate actions.
- Action 6. Intelligent security control
1. Implementation of a video surveillance system, expansion of the fiber optic network and the supply of an NGFW firewall cluster, in the center of La Pineda.
2. License plate reader
3. Local Police Control Room.
This action will provide telecommunications infrastructure to deploy video surveillance and urban mobility control systems through different information capture systems.
Axis 4: Competitiveness
This axis includes all those actions of creating supply, improving the product, creating facilities, beautifying public spaces, as well as everything related to the constant improvement of the management of the destination.
- Action 7. New active tourism facilities.
Supply and installation of new equipment for the practice of active tourism on the seafront of La Pineda, Vila-seca. Action that allows to promote family activities, promote sports and healthy living, have a new tourist attraction and improve the tourist experience.

- Action 8. Improvement of municipal facilities on the beach.
Investment in coastal facilities on Playa de la Pineda, with a tavern intended for a bar and/or restaurant, lifeguard houses, children's club, sports and beach equipment. The objectives are to adapt a space for children to socialize, comply with safety and lifeguard regulations, provide care for residents and tourists, provide uniformity in the construction of all taverns and facilitate access to the beach.

- Performance 9. International Tourism and Leisure Competition.
Open procedure subject to harmonized regulation corresponding to the administrative contract for the specialized consulting service to define and design a tourism, leisure and advanced services project in La Platja de La Pineda, in the municipality of Vila-seca.

Main actions:
Support and care technologies, also known as telecare, offer technological support within the home with the aim of detecting risk or emergency situations due to incidents within the home itself (gas, water, fire or other leaks). They also facilitate interconnection with information services and reference professionals in the health and social systems, developing processes and action protocols based on the situation of need for care detected.

Work is currently underway on several projects that could be financed by the Recovery and Resilience Mechanism and constant monitoring of the calls is being carried out, in order to identify the lines that fit with the strategic projects previously prioritized by the City Council.
For the good management of these and other funds, the Local Government Board of Vila-seca, in session on May 9, 2022, approved the Institutional Declaration on the Fight against Fraud. This declaration reinforces the anti-fraud policy in the functions of the administration and expresses the commitment of the consistory to compliance with legal, ethical and moral standards and its adherence to the principles of integrity, objectivity and honesty. On the other hand, you will also find related documents Anti-Fraud Measures Plan, which allows you to guarantee and declare that the funds received have been used in accordance with applicable regulations, especially with regard to the prevention, detection and correction of fraud, corruption and conflicts of interest. It establishes the principles and rules that will be applied in anti-fraud, anti-corruption and conflict of interest matters. It defines the "red flags" that are indicators of the risk of fraud. Attached you will also find the Code of conduct for public employees, which establishes behavior in the face of circumstances that could give rise to fraud.
