Today, Wednesday, at a press conference at Vila-seca City Hall, Mayor Pere Segura, accompanied by the deputy mayors, presented the Municipal Action Plan 2023-2027, which has a total of 219 actions. According to Mayor Segura, "it is a roadmap that gives us method, foresight, planning and organization, traits that characterize us when working for Vila-seca."
The PAM has been developed based on the government team's program with contributions, through participatory work, from technicians from the various areas and departments of Vila-seca City Council itself, and the incorporation of various actions included in the agreement between various municipal groups. Thus, and more specifically, the 2023-2027 Municipal Action Plan of Vila-seca City Council incorporates the following actions:
- The 135 actions of the Vila-seca Segura Electoral Program for the Municipal Elections held in May 2023.
- The 84 actions proposed by the technical and administrative staff of Vila-seca City Council through a Participatory Process and those resulting from the agreements of the Vila-seca Segura municipal group with the Socialist Party of Catalonia and with Vila-seca en Comú, on the occasion of the approval of the Fiscal Ordinances and the Municipal Budget for the year 2024.
With the aim of determining the priorities, commitments, changes and improvements in the services necessary for a better future for citizens, the PAM 2023-2027 is divided into 10 axes:
- An orderly, sustainable and friendly city. These actions stand out:
- Draft a new Urban Planning Plan (POUM)
- Working for a new urban railway station and for the implementation of the new intermodal station Vila-seca – Airport
- Develop the Master Plan for Bicycles and Personal Mobility Vehicles of Vila-seca, promoting infrastructures to improve bicycle mobility
- La Pineda: more facilities, more services and a reference beach. These actions stand out:
- Carry out the remodeling works of the Maritime Front
- Collaborate in the construction of the Prats barrier for the protection of the beach and the new cruise terminal
- Begin the transformation of the Pau Casals promenade from Hipòlit Lázaro Street to the European Union Square
- A quality city, with sports, culture and leisure as priorities. The following actions stand out:
- Carry out the transformation works of the Municipal Stadium and the recreational cycling circuits in the Torre d'en Dolça Park
- Promote a lightweight pavilion in Vila-seca
- Define a new Functional Plan for the Library to create new spaces for the exchange of information, creativity, experimentation, leisure and knowledge research for young people
- La Plana. Better connected, better equipped and more active. The following actions should be highlighted:
- Work to create a stop at the Plana del Tramvia del Camp, in its second phase of implementation
- Create 200 new free parking spaces in La Plana
- Drafting the project for the new road connecting La Plana with the high-speed intermodal station and the urban center of Vila-seca
- A city of knowledge, with quality education. They highlight:
- Working for the conversion of primary schools into secondary schools
- Implement new shaded areas in school playgrounds
- An innovative, well-governed city with a future. The following actions should be highlighted:
- Expand the discounts and benefits of the VilaCard card as well as create the digital VilaCard
- Develop the digital city platform
- An active city, which progresses and promotes employment. These actions stand out:
- Promote the creation of 500 jobs by searching for, facilitating and collaborating with the implementation of new economic activities of a tourist, industrial, logistical and service nature.
- Collaborate in the implementation of high added value economic activities in the Logistics Activities Zone (ZAL) of the Port of Tarragona
- Continue to defend and promote the development of integrated tourist centers for the implementation of Hard Rock
- Continue working to implement a new international benchmark project in the Water Park area – Pacha
- Safety, coexistence, civility... Our DNA. The following stand out from this axis:
- Continue to expand efficient security control with new video surveillance systems equipped with artificial intelligence
- Approve the civics ordinance
- Promote the project of new facilities and equipment for the Local Police
- Young people have a present and are the future. Remarks:
- Expand the discounts and benefits associated with the VilaCard Jove card and create the digital VilaCard Jove
- Expand the range of activities for young people and deploy activities in the towns of La Pineda and La Plana
- Promote a new social, leisure and fun space for young people
- A strong and supportive city: more social rights and participation. The following actions stand out:
- Consolidate our comprehensive care system by providing quality care to all people living in the municipality
- Create the Family Guidance and Support Service (SOAF)
- Continue to deploy the Citizen Participation Regulation, consolidating the participation bodies created and promoting new councils
It should also be noted that the 219 actions included in it guarantee the link with the sustainable development of the United Nations 2030 Agenda and the City Council's Quality Plan.
